This COSMOS certified Shampoo Base by Stephenson is fully formulated and made with organic ingredients. Our Shampoo base contains mild surfactants and is pre-thickened and simply requires the addition of fragrance oils and or essential oils.

Shampoo Base is fully formulated, pre-preserved and ready to go. Ideal for manufacturers large or small, hand fill or automate to produce a line of liquid products.
